Empire just clicked with me and seemed like a realistic 1700s battle while Napoleon just felt odd, along with its lack of content. I do think the multiplayer of Empire and Napoleon is basicly the same (Custom multiplayer battle type only), but Napoleon is an overall improvement of Empire, and i think its community is more active. Most of its game breaking bugs are gone, meaning you can enjoy a very long campaign without difficulties (most of the time). Events like this could topple the absolute monarchies that ruled Europe for nearly a thousand years.
